PRIMARY PURPOSE: To serve as an expert resource within the University on issues related to privacy, including compliance with privacy legislation and privacy best practices.

NATURE OF WORK: Reporting to the Director, Corporate Administration, this position provides strategic advice to administrators, department heads, associate deans, and deans; works closely with external legal counsel; and liaises with the Saskatchewan Office of the Information and Privacy Commissioner. The Officer works closely with Human Resources regarding employment-related information and privacy matters, including participating in collective bargaining on behalf of the University with all unions at the University in relation to the negotiation of information and privacy issues. This position works closely with internal stakeholders, and consults and negotiates with external stakeholders. The ability to work with a high degree of independence and to collaborate as a member of a team is required. The office atmosphere is fast-paced and deadline-driven. The position routinely works with sensitive and confidential documents and data. If information is improperly disclosed or legislation is not properly complied with, there could be significant legal and financial implications and the interests of students, employees, and other University stakeholders could be adversly affected. This position protects the interests of the University as an institution and does not allow the interests of other parties to jeopardize those interests. Errors in judgment and execution affect the credibility of the University. The Officer is the key advisor within the University with respect to the administration of privacy legislation (including The Local Authority Freedom of Information and Protection of Privacy Act, the Personal Information Protection and Electronic Documents Act, and The Health Information Protection Act) and exercises delegated decision-making authority with respect to Privacy legislation while providing specialized privacy information and expertise, advice and guidance to all University staff.

ACCOUNTABILITIES:

·         Assists the University in meeting its statutory responsibilities under privacy legislation.

·         Participates in and advises on the development of University policies and practices relating to the management of information and privacy at the University; implements related policies and practices.

·         Ensures complex complaints and reviews with the Saskatchewan Office of the Information and Privacy Commissioner are properly handled.

·         Investigates, administers, and responds to requests for information; receives, evaluates, researches, documents, and makes determinations regarding information requests.

·         Receives and manages formal information requests, assesses privacy impacts, and provides support on issues of access to information and privacy.

·         Plans and conducts extensive research into requests for information.

·         Determines the sensitivity of information requested and who needs to be notified or involved.

·         Exercises independent discretion in negotiating with the information requestor over the financial and administrative issues related to the request.

·         Documents consultations and access reviews, writes access recommendation, and prepares records for disclosure.

·         Prepares comprehensive reports and recommendations for all requests.

·         Develops, promotes, and provides information resources on access and privacy issues as needed via appropriate vehicles (workshops/training, advocacy, general advice).

·         Raises awareness of access and privacy issues on a regular and proactive basis.

·         Develops, implements, and facilitates training programs for the administration and compliance with privacy legislation.

·         Provides advice and guidance to administrators, faculty and staff on all formal and informal information requests.

·         Advises on information risk management related to high profile and/or politically sensitive issues.

·         Ensures services and programs are effective and aligned with the University’s strategic direction.

 

QUALIFICATIONS
Education:
A degree in law, business, or public administration. An equivalent combination of education and experience may be considered.

Experience: Minimum five years of progressive related experience. Knowledge of privacy legislation and experience in interpretation and application of legislation is required. Knowledge of University policies, procedure, and administrative structures is preferred.

Skills: Ability to provide leadership and be effective in a small unit that interacts with all university  administrative units; a skilled communicator with the ability to establish and maintain affective relationships; strong interpretation, communication, negotiation, and advocacy skills; good judgment and analytical ability; ability to interpret and apply legislation and policies related to the collection, use and disclosure of recorded, and non-recorded information; ability  to conduct in-depth research; excellent verbal and written communication skills; ability to deal with external requests and staff at all levels within and outside the University; ability to prepare comprehensive reports and recommendations; superior ability to prioritize and complete own work assignments under tight deadlines, including assignments involving complex issues and multiple third parties; and the ability to work independently and function effectively as a team member.

Community Legal Assistance Services for Saskatoon Inner City Inc. (CLASSIC) is a non-profit corporation whose mandate is to provide free legal services for individuals who require, but cannot afford, legal advice and/or representation. CLASSIC operates out of the White Buffalo Youth Lodge. CLASSIC offers services in areas of law including: landlord-tenant disputes, labour standard appeals, social services, EI and CPP appeals, small claims matters, employment law, wills and estates, immigration and refugee matters, and more. Students from the University of Saskatchewan, College of Law deliver these services under the supervision and guidance of a Supervising Lawyer. CLASSIC provides a unique and much needed service to low- income members of our community who have traditionally not experienced meaningful access to justice.

CLASSIC is seeking to hire a Supervising Lawyer for a full-time, permanent position, with a salary commensurate with experience. The Supervising Lawyer will report to the Executive Director. Preference will be given to applicants of Aboriginal ancestry. 

Job Description:
The eligible candidate will be working with CLASSIC to ensure the continuing operation of CLASSIC’s delivery of legal services. The Supervising Lawyer will be required to:

• Train and orient clinical students from the College of Law;
• Supervise clinical students through the “lawyering” process of:

o Intake and interviewing clients;
o Advising and informing clients; and
o Counseling and advocating for clients, including representation at mediations, hearings, and Small Claims Court trials.

• Representing clients at matters before the Court of Queen`s Bench and higher courts, where necessary;
• Taking responsibility for supervising CLASSIC’s client files; and
• Having some involvement with CLASSIC’s work in the community. 

The Supervising Lawyer will make him/herself available to CLASSIC for 40 hours per week.

The chosen candidate will possess the following experience and skills:

• be licensed to practice law in Saskatchewan;
• ideally possess 3 - 5+ years of legal experience, including litigation experience; 
• has demonstrable organizational and leadership skills;
• has experience in managing files with limited resources;

• is capable of managing client files in a busy poverty law clinic.

The Northwest Territories Legal Services Board operates three legal aid clinics in the Northwest Territories. Through the clinics and a private panel of lawyers the Board provides legal advice and services to clients from across the Northwest Territories in criminal and family law. 

The Staff Lawyer is largely responsible for giving legal advice and representing persons accused of criminal offences. In addition the Staff Lawyer protects and asserts individuals’ legal rights and interests, and fulfills the obligations imposed by the Charter and the Legal Services Act. The preparation of legal documents for court applications and motions will be required from time to time. The Staff Lawyer will also act as counsel after hours to take urgent calls and as duty counsel in Yellowknife and on court circuits on a regular basis. The incumbent will be expected to travel into remote Northern communities to attend court by small aircraft. 

All candidates should have experience with practice in a northern or isolated setting. Good working knowledge of and experience in the relevant laws of Canada and the Northwest Territories and Aboriginal and northern issues in general is expected.

The Saskatchewan Ministry of Justice and Attorney General requires a Supervising Justice of the Peace. Reporting to the Chief Judge of the Provincial Court of Saskatchewan and based in Regina, the Supervising Justice of the Peace will be responsible for the development, management and administration of the Justice of the Peace Program for the Province of Saskatchewan. The incumbent will provide leadership and direction to approximately 176 Justices of the Peace and will supervise clerical support staff in the office. This position is responsible for the ongoing review of the provincial Justice of the Peace program and implementing changes necessary to deliver a program that meets the legal and professional standards of the judicial system.

Qualified candidates must be a member or be eligible to be a member of the Law Society of Saskatchewan*, with a minimum of three to five years experience practicing law. Experience in the field of criminal law would be an asset, but is not essential. The successful candidate will have demonstrated abilities in strategic planning, human resource management, strategic communication, policy development, program analysis and change management. Expertise in dispute resolution and/or arbitration would be an asset. This position will require an incumbent that can maintain open and positive relationships with all stakeholders.

The Saskatchewan Conference of the United Church wishes to retain Counsel to replace the incumbent who has taken full time government employment. 

Counsel is to provide legal advice to the Saskatchewan Conference of the United Church, with the primary contact being the Executive Secretary of the Conference. Counsel will provide legal opinions to Conference, its Executive or sub-Executive and staff as requested by the executive secretary or personnel officers. 

Typical requests for assistance as a solicitor, in Saskatchewan Conference have tended to involve: transfer of land, lease relations with a tenant in the church building, and advice regarding estates in which the church has a beneficial interest. 

Counsel may also be called upon to assist a number of non-profit corporations associated with the United Church with corporate structure matters, I.e., bylaws. and how to comply with The Non-Profit Corporation Act and Section 429 of The Manual. 

Consultations on employment issues both under the Law of Saskatchewan and the Employment Policies of the United Church of Canada including the sexual abuse policy.

Counsel may also represent the Conference or a Presbytery of the United Church in litigation; especially, in matters of internal church procedure where other parties have retained or may retain legal counsel, or where legal representation is deemed appropriate, e.g. reviews pursuant to Section 333 and/or 363 of The Manual, pre-hearing conferences, Formal Hearings and Appeals as well as appearances in the secular courts connected with the above proceedings. Consultation with other lawyers acting for other church courts in these matters may also be required. 

The incumbent is welcome to accept retainers for similar work for any of the 7 Presbyteries of the United Church in Saskatchewan after checking for potential conflicts. 

The average experience is about six inquiries per year.  Most inquiries can be managed from the incumbent’s regular office via email and telephone.

The incumbent is to provide their own overhead and infrastructure by way of support staff, technology and materials although workspace is available at Conference office for meetings at that location.

The Aboriginal Law Branch of the Ministry of Justice and Attorney General is looking for a new lawyer to join our team. We are looking for someone with a minimum of three to five years experience practicing law. Experience in the field of Aboriginal law would be an asset, but is not essential. The primary responsibilities of the successful candidate will be to serve on provincial negotiating teams dealing with issues related to First Nations self-government, Treaty land entitlement, gaming and Metis harvesting rights and to provide legal advice and drafting assistance to these teams. The successful candidate will also be responsible to provide legal advice concerning the duty to consult and accommodate First Nations and Metis peoples to various ministries and agencies within the provincial government. In addition, he or she will be expected to participate in the other work of the Branch, including providing legal advice with respect to the division of powers, the Natural Resources Transfer Agreement, the Canadian Charter of Rights and Freedoms, Aboriginal and Treaty rights, the Indian Act, the First Nations Land Management Act and other issues. He or she may also be called upon to represent the Attorney General in civil or criminal litigation matters related to Aboriginal legal issues at any level of court in Saskatchewan and in the Supreme Court of Canada. The successful candidate should have experience in conducting complex and confidential negotiations. A willingness and ability to travel is essential. This is a permanent out of scope position and must be confirmed by Order-in-Council.
