"Bargaining for Biodiversity"

The glacial pace of international
treaty negotiations (and inclination of countries to withdraw from
those environmental treaties with which they are unwilling to
comply) creates an appetite for quicker "fixes" to transnational
environmental problems such as species extinctions or critical
habitat destruction. Transnational conservation contracts have
emerged as one such fix. These agreements -which include forest
carbon agreements, conservation concessions, debt-for-nature swaps,
conservation performance payments, and private protected area
agreements - reveal an ongoing and intensifying
trans-jurisdictional attempt to use private contracts to address
some of the most pressing issues of common concern. To date, many
of these agreements have been debated as a market tool. This talk
situates these multi-leveled law-making attempts to protect species
and habitats within the shifting architecture of international
law.

"The 9/11 Effect: Comparative
Counter-Terrorism"

Professor Kent Roach examines the
failures of global anti-terrorism policies since 9/11 and analyses
the impact of Resolution 1373 which urged countries to define
terrorism and regard acts of terrorism as serious crimes. He will
be speaking in part about his latest book, which examines
anti-terrorism policies around the world, the rule of law, and
democracy, as well as highlighting some of the excellent practices
which are responsible for shaping global anti-terrorism policies,
and 9/11's influence on present dealings of international law.
