Crown Investments Corporation of Saskatchewan (CIC) is the holding company for Saskatchewan’s commercial Crown corporations. The Crown Services Division provides leadership in governance and human resource management to CIC, the CIC Board of Directors, CIC’s subsidiary Crown corporations and their boards. Units within the division include Legal, Crown Governance, and Human Resources. Specifically, the division provides:
• Legal advisory services to CIC, the Crown sector and the CIC Board,
• CIC corporate human resource strategy and functions,
• Oversight of various Crown sector policies and programs, and
• Development and management of leading practices in governance for the CIC and Crown corporation boards.
As General Counsel, you will report to the Vice President, Crown Services, this position works with a high level of independence and as a leader of a team to proactively identify and manage legal risks and issues for CIC and the Crown sector in Saskatchewan.
The ideal candidate will have a Bachelor of Laws or Juris Doctor Degree and be a member of The Law Society of Saskatchewan (LSS) or eligible for immediate enrolment as a member; with at least ten (10) years of experience in private practice, as corporate in-house counsel or as public sector legal counsel, in areas relevant to CIC and the broader Crown sector in Saskatchewan. You will understand business issues, governance and decision-making structures in the Saskatchewan Crown Sector and Government of Saskatchewan. You possess strong strategic thinking and planning skills combined with sound judgement, to anticipate issues, interests and trends and provide strategic advice that informs executive decision making. In this role you will:
• Formulate legal strategies and options, identifying and analyzing potential liabilities, assessing risks and developing mitigation strategies on matters relevant to CIC and the Crown sector.
• Lead and collaborate with Crown sector General Counsels, Executive Government colleagues and relevant stakeholders on complex business issues, strategic initiatives, and other matters impacting the Crown sector and Government of Saskatchewan.
• Provide strategic legal advice and manage the provision of legal services to CIC and the CIC Board of Directors on matters including commercial transactions, procurement, and contract management.
• Provide legislative services and advice including analyzing and reviewing amendments to legislation, regulations or Orders in Council and drafting, interpreting and advising on legislative and regulatory amendments.
• Advise on, negotiate, prepare and approve legal memoranda and agreements.
• Develop frameworks and provide oversight to policies relevant to CIC and the Crown sector.
• Serve as Legislative, Privacy, Access and Public Interest Disclosure Officer for CIC, ensuring the development of frameworks, policies and practices to support compliance.
• Manage a team of legal professionals, including performance reviews, coaching and professional development.
• As a member of CIC’s senior management team, help shape the overall strategic direction, culture and performance of CIC and the Crown sector, ensuring alignment with government and business/industry priorities.
