The Limited Licensing Pilot allows individuals not otherwise authorized to deliver legal services to assist with unmet legal needs. As the granting of a limited license to practice law is a novel approach to legal regulation in Canada, a new licensing system needs to be developed through consultation and pilots to support the advancement of appropriate rules and regulation. The overall goal of limited licensing is to enhance access to legal services for underserved Saskatchewan individuals balanced with ensuring public protection.
Please note: On June 21, 2024, the Board of the Law Society approved rules for limited licensing and a Code of Professional Conduct for Limited Licensees conditional on proclamation of outstanding sections of Bill No.163 and regulations. As the formalization of limited licensing in Saskatchewan is anticipated, new applications to the Pilot are paused effective July 1, 2024.

A participant approved in the Limited Licensing Pilot is not a lawyer regulated by the Law Society of Saskatchewan. This means the Law Society does not supervise their education, training and qualifications, apply a Code of Conduct and ethical standards (e.g. solicitor-client privilege does not apply), provide a complaints and discipline process, nor mandate professional liability insurance. Please note you are encouraged to discuss and confirm directly with Pilot participants:
