Federal Proclamations

September 10, 2019

An Act to Provide No-cost, Expedited Record Suspensions for Simple Possession of Cannabis, SC 2019, c 20, is proclaimed into force August 1, 2019 (PC 2019-1120). According to a CTV News article, “Canadians with criminal records for simple pot possession can now apply for a pardon free of cost and with no mandatory five-year waiting period — but they’ll have to finish their sentence first, federal Justice Minister David Lametti announced Thursday.”

Sections 225(2), (3), 226 to 232, 234, 239, 240, 243 to 246, 258 and 266 of the Budget Implementation Act, 2019, No. 1, SC 2019, c 29, are proclaimed into force August 7, 2019 (PC 2019-1144).

Sections 2.1, 3.1, 3.2 and 10.1 of An Act to amend the Indian Act in response to the Superior Court of Quebec decision in Descheneaux c Canada (Procureur général), SC 2017, c 25 are proclaimed into force August 15, 2019 (PC 2019-1163).

An Act to enact the Impact Assessment Act and the Canadian Energy Regulator Act, to amend the Navigation Protection Act and to make consequential amendments to other Acts, other than ss 2 to 8, 47(4), 55, 60, 61(5), 62, 74 and 189 to 195, SC 2019, c 28, is proclaimed into force August 28, 2019 (PC 2019-1186). According to an article on Newswire, “These new rules aim to rebuild public confidence by making federal decisions about projects like mines, pipelines and hydro dams more transparent and ensuring decisions are guided by science, Indigenous knowledge and other evidence. The new approach reflects substantive input from Indigenous peoples, provinces and territories, companies, environmental groups, and the public over the course of three years of engagement.”

Sections 60 and 61(5) of An Act to enact the Impact Assessment Act and the Canadian Energy Regulator Act, to amend the Navigation Protection Act and to make consequential amendments to other Acts, SC 2019, c 28, are proclaimed into force August 29, 2019 (PC 2019-1187).

Sections 1(1), (5), (10), 8, 13, 19 to 24, 25(2), (4) to (6), (8), (10), (11), 27(1) to (6), (8), (9), 28, 29, 31(6), (13), 52, 55 to 57 and 58(2) of An Act to amend the Fisheries Act and other Acts in consequence, SC 2019, c 14, are proclaimed into force August 28, 2019 (PC 2019-1184).

An Act to amend the Canada-Israel Free Trade Agreement Implementation Act and to make related amendments to other Acts, SC 2019, c 6, is proclaimed into force September 1, 2019 (PC 2019-1114).
